One of the main reasons for the flooding are the levees themselves. The natural history of rivers is to flood into flood plains. When a river has a wide area in which to spread out when it rains, the river doesn't rise much. When development occurs along the river bank and the river is blocked in, then if it rains, the extra water has nowhere to go but higher and higher in the narrow river until the levees are breached. River banks should used for parks and not built up.
